NSACS
Nagaland is one of the six high prevalent states in the country with
1.27 % prevalence rate. The state has 10 ‘A’ category districts. It has
now been 17 years since the first HIV/AIDS positive case
was detected in the year 1990 amongst the IDUs by ICMR. The programme
is implemented through Nagaland State AIDS Control Society headed by
Project Director and 3 Deputy Directors and other supporting officers
and staff totaling 60, with the launching of NACP III, There are 14 NGO
doing Targeted Intervention Programme in the State.
GOAL
:
To halt and reverse the HIV/AIDS epidemic
Objectives:
1.
Prevention of new infection in the high risk groups and general
population through.
a. Saturation of coverage of high risk groups with targeted intervention
(TIs)
b. Scaled up intervention in general population.
2.
Providing greater care and support and treatment to the large number of
people living
with HIV / AIDS.
3.
Strengthening the infrastructure, system and human resource in
prevention, care, support, & treatment programmes at the district, state
and National level.
4.
Strengthening a nation – wide Strategic Information Management System.
Over the years the trend of epidemic has moved from high
risk behavioral group to general population and from urban to rural
areas. Sexual routine of transmission has taken a predominance with
78.73% followed by infected needles and syringes with 12.21 %.
Surveillance report shows that the most vulnerable
population is in the age group between 15-29 years.
Some of the major achievements are as
follows :
1.
Integrated counseling and Testing
Centers (ICTC):
§
There are 60 ICTC in the state which has performed 47403 tests
till Jan. 2008. The cumulative total of HIV test done in the state
now stands at 116060 out of which 5437 is found to be positive.

Mobile ICTC Two mobile ICTCs have been established at
Tuensang
and Mon
districts where package service are been delivered to
the remote rural area. 3 more Mobile ICTCs will be setup. The
programme of
prevention of PPTCT is being implemented
through 14
GFATM NGOs for
testing of pregnant mother and coverage of
MB pair with Nevirapin. (NVP).

Prevention of Parent and child transmission (PPTCT) : This
service is
being implemented in 56 ICTCs and 4 isolated PPTCT
centers. Till
date 57 mother – baby pairs received nevirapine
(NVP). steps are being taken to scale up more coverage.
2.
STD Service. The STD clinic in the 11 district hospital are
being upgraded and
Media
Officers has been identified and trained. Till Jan 2008, 7039 patient
has
been covered
out of the annual target of 8000.
3.
Blood safety : The state has one
major blood bank at Naga Hospital Authority,
Kohima (NHAK)
and 7 district level blood bank and 3 blood storage centre
(BSC) at three new district. Till January 2008, 3363 blood units
have been
collected and 27 voluntary blood donation camp has been organized.
4.
Condom Promotion: 6.5 lakhs of
condoms have been distributed through
social marketing, commercial and free distribution.
5.
Anti Retroviral Therapy
(ART) In addition to the 4 existing ART centre, 1 more
will be completed
at Zunheboto. Civil works for new ART centers at Dimapur,
Kohima and Tuensang
are under completion.
Three more
community care centre are in process of being completed after
evaluation at Kohima,
Mokokchung & Tuensang.

Targeted Intervention (TI) : 24
Targeted Intervention Projects have been contracted including one
Truckers Project. 6 more TIs are in the process of completion. This
is being completed through 14 NGOs.

Information, Education & Communication (IEC)
Advocacies, sensitization and awareness programmes were held with
different departments, CBOs, Church Organisations, Pressure Groups,
Students Unions and Political Leaders resulting in change of
attitude amongs the communities related to HIV/AIDS. 360° multimedia
campaign on ICTC, International Youth Day, International Candlelight
memorial, International Day against Drugs Abuse and Elicit
Trafficking, International Women’s Day, World AIDS Day and Red
Ribbon Express was observed successfully across the State involving
all sections of population.
Advocacy sensitization
programmes on Mainstreaming was held for all
Nodal Officers and
Head of Departments of the State. Training was also
imparted to
the Nodal Officers.

State AIDS Council:
State AIDS Council has been formed with Chief Minister as the
Chairman. Nagaland Legislative Forum Secretariat has been
established with a consultant. 58 Legislatures have contributed Rs.
50,000/- (Rupees Fifty Thousand) each from Local Area Development
Plan fund (LAPDF) for Nagaland Legislative Forum activities.

District AIDS Control & Prevention Unit
(DACPU). 11 DACPUs have been formed which will operate within
the District Health Society sharing the administrative health
financial structure of NRHM and will implement the programme at
district level.
