Brief note on IEC Bureau

  Background:

          Prior to the coming of the Information, Education and Communication (IEC) Bureau, way back in 1967 a mini Health Education Cell was opened in the Department with one Health Educator and two Cinema Operators (Projectionists) as supporting staff. Later, in 1982 this cell was upgraded to the Sate Health Education Bureau (SHEB) in 1982. Meanwhile during 1984-85, under National Family Welfare Programme, a Mass Education and Media (MEM) Wing was opened with one Mass Education & Information Officer, one Audio Visual Officer and 15 each of Block Extension Educators and Family Welfare Assistants. These two media wings in the Department were first organized into the IEC & EE (Information, Education, Communication and Extension Education) wing by merging/integrating the erstwhile State Health Education Bureau (SHEB) and the Mass Education & Media (MEM) section of Family Welfare Programme in 1989. This was done in pursuance of the recommendations of the Central Council of Health & Family Welfare at its meeting in 1988 and subsequent directions given by the Government, through a Notification in December 2002 reorganized the set up and declared/re-named it as the IEC Bureau.

Objective/purpose of IEC Bureau:

         The primary purpose of IEC Bureau is to provide media support to all ongoing health programs in the Department, so as to create an enabling environment for accessing and provision of health care services. The IEC Bureau is the catalyst that brings together the Department and its activities/programmes are branded/marketed, while on the other hand, the community/people are provided opportunities to make informed choices to take different health services being made available for/to them.

       The IEC Bureau is thus the supportive agency, manned by professional persons with media/health education background and experience, which provides media back-up to the efforts of all health care services in the community. The Bureau shoulders the responsibilities of overseeing the planning and execution as well as monitoring and evaluation of the educational component for all health programmes.

       The IEC Bureau is task with the responsibility of bringing about behavior change in people so as to facilitate disease prevention and health promotion. This behavior change does not occur overnight, but through gradual process of going through awareness through knowledge, interest approval of the proposed change, intention, trial and practice, and finally adoption and advocacy, which an individual, family, group or community goes through.

      To enable individuals and groups to go through the process outlined above, the Bureau uses publicity, education, motivation, communication, all media channels, including Inter personal Communication and Counseling.
