Rashtrya Swasthya Bima Yojna (RSBY)
RSBY is a government-run healthinsurance scheme to provide health insurance coverage to the unrecognised sector workers belonging to the BPL category and their family members, so as to mitigate the burden of the hospitalization expenses and improve access to quality healthcare. The scheme was launched under the Ministry of Labour and Employment) in 2008 as it was transferred to the Ministry of Health & Family Welfare on Ďas is where basisí with effect from 01.04.2015.
The RSBY beneficiary data is based on the BPL Ration Card holder under Food & Civil Supply department and Card Holders of MGNREGA under Rural Development department. Eligible Below Poverty Line (BPL) family are enrolled on payment of registration fee of Rs. 30.00 per family. Enrolled beneficiaries are entitled to cashless hospitalisation services from empanelled public as well as private hospitals.
The scheme provides cover for hospitalization expenses upto Rs.30,000/- for a family of five comprising of head of household, spouse and up to three dependents on a floater basis and an additional Rs.30,000/- for each senior citizen (60 years and above) in each family.
Pre-existing illnesses are covered from day one
Presently there are more than 1800 interventions (medical and surgical packages).
Transportation charges are also covered upto a maximum of Rs. 1,000/- with Rs. 100/- per visit. This will be provided by the hospital to the beneficiary at the time of discharge in cash.
Pre and post hospitalization costs up to 1 day prior to hospitalization and up to 5 days from the date of discharge fromthe hospital shall be part of the package rates.
Screening and Follow up care as separate day care packages.
addition to the above, the scheme expanded in 2016-17 to provide
better coverage to senior citizens belonging to enrolled BPL
family under Senior Citizen Health Insurance Scheme, wherein
each senior citizen will be entitled for
additional coverage of Rs. 30000.00.
The enrolment process is in full swing and will continue till 31st March. As on 31st January 2017, 140512 beneficiaries have been enrolled. To make the services accessible and take closer to the people, all public health facilities having indoor facilities, starting with the district hospitals will be empanelled. So far, 18 private (7) and public (11) hospitals has been empanelled. The Reliance General Insurance Company Ltd has been selected for implementation of RSBY in the State for FY 2016-17.
