NATIONAL PROGRAMME FOR PREVENTION AND CONTROL OF CANCER, DIABETES, CARDIOVASCULAR DISEASES AND STROKE (NPCDCS)

Introduction:

National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) is a program which aims to integrate Non-Communicable Diseases (NCD) interventions in the National Health Mission (NHM) framework for better utilization of scare resources and provision of seamless services to the patients. The program was initiated in Nagaland on 1st September, 2014 with formation of a State NCD Cell at the Directorate of Health and Family Welfare, Kohima; and 3 district NCD Cells at Naga Hospital Authority Kohima (NHAK), Dimapur District Hospital, and Tuensang District Hospital. It is under process to initiate running NCD clinics in the remaining district hospitals. In a phased manner, it will be expanded to the sub-district levels.

Objectives:

1.      Health promotion through behaviour change with involvement of community, civil society, community based organizations, media etc. 
2.     
Opportunistic screening at all levels in the health care delivery system from sub-centre  and  above  for  early  detection  of  diabetes, 
      hypertension and  common cancers. Outreach camps are also envisaged.

3.     
To prevent and control chronic Non-Communicable diseases, especially Cancer, Diabetes, CVDs and Stroke.  
4.     
To build capacity at various levels of health care for prevention, early diagnosis, treatment, IEC/BCC, operational research and rehabilitation.
5.     
To support for diagnosis and cost effective treatment at primary, secondary and tertiary levels of health care. 
6.     
To  support  for  development  of  database  of  NCDs  through  Surveillance  System and to monitor NCD morbidity and mortality and risk factors.

     Achievements during 2016-17

     The NPCDCS observed World Health Day 2016 in partnership with CIHSR, Dimapur on 7th April 2016. CIHSR took the initiative in hosting the event by co-partnering with Performing Arts with Fitness (PAWF). Display of posters, banners, flyers on diabetes and public participation on ZUMBA dance and fitness. State activity such as newspaper advertisements for public awareness were published in 6 local dailies and key messages on the theme ‘Beat Diabetes’ were announced in English and regional languages through AIR, Kohima for general awareness

       ·         Screening camp for elderly care at Kohima Village on 30th April 2016 where 38 elderly people came and availed of the services.

·         Health talk given to the students of Capital College Kohima on 6th Aug 2016. Handouts on common NCDs distributed at the program.

 

·         Awareness generation through an advertisement on NCD in the Silver Jubilee souvenir magazine of the Kohima Village Gazetted Officers’ Association (KVGOA). Health talk and distribution of NCD leaflets on diabetes and hypertension during the program on 25th Sept 2016.

 

·         Observation of World Heart Day on 29th Sept 2016 by organizing a program with the staff of Directorate of School Education followed by a screening camp. Altogether 95 people were screened for blood sugar, blood pressure and BMI.
